Hoesoo has a BSc from Yunsei University in electronics and MSc from KAIST (Korea Advanced Institute of Science and Technology) in business administration. He is a director general at the Ministry of Administration and Safety.

Since joining the government 23 years ago, he has worked with a focus on national digital transformation and ICT industry promotion. He established the “Cyber-Korea 2006 Plan” to boost national innovation through mobile and ubiquitous technology. He also established the “Open Data Initiative of Korea” and implemented the initiative by founding the Open Data Promotion Center and creating a web site for open data (www.data.go.kr).

He is now researching policies and strategies to more efficiently maximize the social impact of ICT. He is particularly interested in the PPP (Public-Private Partnership) model as a new way of digital transformation.

He is visiting CRESS from 6 August 2018 to 31 July 2019.
