PPP (Public-Private Partnership) model as a new way of digital transformation
Korea has made a significant progress in digital government. According to UN survey of digital government development which is done biennially , Korea has been in the top ranking. This achievement was done by strong drive and investment by government. But as technology has been getting ahead of policy making process and society has been getting more complex, government-driven digital government policy has encountered a limit.
When it comes to PPP, we can usually think of construction sector. How about adopting PPP concept to digital government investment? Could there be any PPP model that transcends just a sophisticated contract model?
In this seminar, Hoesoo Kim will introduce current digital government policy making and investment process in Korea and interim results of PPP model which could be applied in digital government sector.
Hoesoo has a BSc from Yunsei University in electronics and MSc from KAIST (Korea Advanced Institute of Science and Technology) in business administration. He is a director general at the Ministry of Administration and Safety.
Since joining the government 23 years ago, he has worked with a focus on national digital transformation and ICT industry promotion. He established the “Cyber-Korea 2006 Plan” to boost national innovation through mobile and ubiquitous technology. He also established the “Open Data Initiative of Korea” and implemented the initiative by founding the Open Data Promotion Center and creating a web site for open data (www.data.go.kr).
